Manager Rail Operations

Principal Accountabilities

  • Responsible for leading RRVW’s performance of safe and timely train operations
  • Act as Role Model to demonstrate and inspire a safety mindset, ethical standards, and customer service
  • Create, mentor and manage a strong team of transportation and mechanical employees
  • Motivate others to achieve set objectives and maintain positive interactions
  • Oversee locomotive fleet and supervise mechanics’ and hostlers’ efforts to maximize fleet reliability
  • Oversee planning and execution of daily train operations
  • Conduct efficiency and proficiency tests, train rides and safety related activities for transportation specialists and hostlers
  • Act as Supervisor of Locomotive Engineers.  Perform annual check rides with engineers (share duties with the DSLE and Assistant Manager-Transportation).
  • Lead investigations, identify cause, and implement corrective actions for near misses, incidents, derailments and personal injuries
  • Work with interchanging Class I’s to identify and implement opportunities to safely improve overall fluidity and velocity of RRVW originated and terminated traffic
  • Work with Safety personnel to develop and implement best-in class training, safety performance, and compliance with applicable safety guidelines and regulations
  • Remain up-to-date on current and future regulations and ensure compliance with current RRVW, Federal Railroad Administration (FRA) and Association of American Railroads (AAR) rules and regulations
  • Develop company’s transportation and mechanical budgets and manage expenses
  • Coordinate evaluation of new rail projects in conjunction with Engineering/Structures and Marketing departments
  • Work with HR department to interview and select new employees for supervised positions

Assigned Hours/Conditions

  • Combination of office and outdoor working conditions in varying weather and environmental conditions
  • Majority Monday to Friday daytime business hours, with occasional irregular hour including nights and holidays
  • Rotate to cover on-call operations manager duty every third weekend
  • Travel for company business, occasionally without advance notice
  • Meet deadlines, interface with President/CEO and RRVW’s Board of Directors

Qualifications

  • High school diploma
  • Minimum five years’ experience as a qualified locomotive engineer
  • Five to ten years of rail operations supervision experience
  • General knowledge of locomotive mechanical and electrical systems inspection, repair, and trouble shooting
  • Proven ability to teach the knowledge and skill necessary to be a locomotive engineer
  • Knowledge of and qualified in General Code of Operating Rules (GCOR)
  • Thorough working knowledge of Code of Federal Regulations, including Part 240 and 242
  • Demonstrated creativity to solve problems and possess comfort to make decisions within a regional railroad environment
  • Strong people development and conflict resolution skills
  • Must be self-motivated with an ability to work autonomously and adapt to changing situations
  • Ability to drill down, understand root cause and resolve complex issues
  • Knowledge of and ability to conduct investigations
  • Ability to communicate expectations and provide constructive feedback
  • Ability to accept and catalyze change to improve RRVW’s productivity, safety, and service
  • Strong computer skills and acumen to develop and utilize key metrics to monitor and improve performance
  • Must be insurable to drive company vehicles

Location

  • The greater Breckenridge, Minnesota and Wahpeton, North Dakota area is located in the southern part of the Red River Valley of Minnesota/North Dakota.  With a population of approximately 12,000, it is a rural/suburban area with a truly Midwest system of family values, strong work ethic, excellent schools and an outstanding sense of community.                                                                                                                 Probationary Period:     180 days

Hours or work:  Normal schedule is four (4) days per week with some weekend, night and holiday work as required; on call as needed.  Good attendance mandatory.

                                                                                                                                                                                                                

Position Purpose:

To ensure that each employee understands the quality policy and implements the QMS at each level of the organization at RRVW Car Repair Facility. 

                                                                                                                                                                                                                               

Principal Accountabilities:

A QA Representative who, with the direction of the Manager of Car Repair, is responsible for:

  • Ensuring that the Quality Assurance Representative (QAR) works independent of production so that judgments are not affected by corporate policies and managerial actions which could create conflict;
  • Supporting all aspects of necessary funding and resources for improvement of the Quality Management System (QMS);
  • Approving the QMS and QMS manual;
  • The oversight for quality personnel roles, duties, qualifications and NDT certifications;
  • Oversee that all Carshop Employees are in compliance with the QA Program.
  • Coordinate with supervisor, material inventory levels.
  • Must be able to handle emergency situations; including operating fire extinguishers as well as being able to apply first aid techniques.
  • Other duties as assigned by supervisors.
  • Learn & understand existing shop procedures.
  • Create/Implement new procedures for shop operations.

                                                                                                                                                                                                                               

Equipment and Tools Required to Operate:

Forklift, welder, hand tools, power tools, cutting torches and other equipment.

                                                                                                                                                                                                                               

Education and Basic Qualifications:

  • Some experience and understanding of a Quality Assurance Program required.
  • Responsible for maintaining & control of the RRVW Car Shop Department Quality Management System & its manuals.
  • Must be 18 years of age or older.
  • Proof of High School Graduation or a General Equivalency Diploma.
  • Must have previous safe work record.
  • Must possess a valid driver’s license and must be insurable to drive company vehicles.
  • Must be able to pass required examinations, read and understand safety instructions.
  • High level of computer skills required.
  • Good communication skills a must.
  • Some experience and/or training in the use of welders and equipment. 
  • Must be able to work with minimal supervision.
  • Must be able to work weekends and shift work.
  • Must be able to pass pre-employment drug screen and physical exam.

                                                                                                                                                                                                                               

Physical Requirements:

The skills listed below are general guidelines to be used when considering job applications and/or employees.  However, each case must be considered on an individual basis.

 

OVERALL STRENGTH - Must be able to lift/carry heavy objects over 100 lbs, with frequent lifting (ex: knuckles) and/or carrying objects weighing up to 50 lbs (ex. end of train device).

                         

COORDINATION, BALANCE, AGILITY - Necessary when climbing on and off equipment to perform various duties.  Perform work activities that require making quick or repeated flexing movements (ex. bending, stretching, twisting, reaching) with arms, legs or body.  Climb stairs, ladders, scaffolding, or other large structures.  Perform work activities that require bending, stooping or crawling.  Maintain balance while working on or around moving equipment, on uneven terrain, or on track ballast.  Must be able to sit or stand for extended periods of time.

 

RANGE OF MOTION – Reaches to operate a wide variety of switches and controls.  Uses hands for controls, relay switches, circuit breakers.  Uses fingers for control of buttons and switches.  Must be able to line switches.

 

COMMUNICATION – Must be able to effectively read, write and communicate in English.  Able to transmit information and/or instructions.  Able to hear verbal communication, distinguish between automatic auditory warning device signals, whistles, etc.
